Cost taxonomy

There are three 'buckets' which different extracted cost estimates fall into in the MNCNH portfolio project: 
unit costs, cost-effectiveness estimates, and offset costs. Intervention unit costs are the 
focus of our costing model, which are the costs of delivering 1 unit of a given intervntion 
to 1 person.
